Now that almost sounds made to order. Terrorists won't target any legally purchased prescription drugs, but those smuggled in from Canada are definitely at risk.

I worked fixing the electronics on tuna seiners in San Diego from 1977 to 1980. The water-proof seal bombs were part of the standard equipment on the boat. There were accidents with damaged hands on a regular basis from crew members who didn't toss them fast enough.
Innovation to the rescue! I was working down at the 10th avenue terminal when a vendor showed up to demonstrate a new product to the captain. It was a seal bomb that is launched from a flare gun. No more blown off fingers. The vendor stepped out on the deck, loaded the seal bomb into the gun and fired. The bomb flew in a nice arc. Just as it hit the water, a brown pelican swooped down and picked it up. Boom! A flash of feathers. No more brown pelican.
The seal bombs are a licensed and controlled tool. If the fisherman was properly licensed, there was no violation of the law.
Bathing in toilet water doesn't sound very hallal to me.

Here is my problem with this....here on the East Coast...no need for "seal bombs". So if in your area on the West Coast this is a common occurance...even near the Golden Gate Bridge...why the need for the CHP, helicopters, FBI, governor, etc. And once again someone who is nameless and not caught causing a commotion. IMHO this "seal bomb" story is to cover for CHP activity at the bridge....something more "real" may have been happening.
BTW I like your story about your first hand experience with these, I never heard of seal bombs before....just goes to show you learn something new every day.

A small bomb exploded in Santander close to a major office of Spain's top bank, Santander Central Hispano, but there were no reports of injuries, officials said.
The fisherman may very well have legally been seal bombing. As a result though, it's evident since even the fisherman wasn't located, security for a renowned target is lacking.
