"Polls take dats to run..."

Not necessarily true. A "rolling average" poll takes 3 days on average. A "small sample" poll (400 or so respondents) can be done in a day, depending on the firm doing the polling.

Most polls are run in two days and, from what I've been told, the poll in question was conducted prior to Keyes' announcement, but after it was expected that he would announce.

What is the base Republican vote in Illinois? I may be wrong, but I have to believe it's higher than 28%.

I don't know what the base is but here's the 2000 exit polling for President in IL.... Also this article states that only some 67% of Republicans chose Keyes....
