I thought Bush or one of his staff explained this as deliberate action to keep the kids and the press calm while the appropriate staff got a handle on the situation. Kerry is confusing motion with action (does the nuance of that escape him?) and would probably rush out into the possible ambush that could have been part of the plot.

Was this abysmal charge planned to counteract the Swift Boat Vets? I find the timing of Kerry's statement troubling.

IIRC, they also needed time to set up communications. There was no need to rush out of the room as there was nothing yet to rush to.
