Gruesome Beheading Video Surfaces on Site Apparently Hosted By Texas Internet Service Provider
A DNA test has proved the death of the second Bulgarian hostage in Iraq, according to the Sofia News Agency's account of a report on Sofia-based state radio.
Bulgarian authorities did not immediately confirm the news about the identification of Ivaylo Kepov's body, the Sofia News Agency (SFN) reported.
Earlier, a fingerprint match proved the death of Georgi Lazov, a civilian truck driver. He and Kepov were kidnaped in Mosul at the end of June by militants reportedly led by Abu Musab al-Zarqawi.
Both bodies were found in the Tigris River.
Meanwhile, an Islamic website has posted a video that reportedly shows Lazov's beheading. However, officials failed to verify that information because of the video's poor quality.
News 24.com reported that Bulgarian Deputy Foreign Minister Gergana Grancharova said, "Because of the poor quality of the video, it's impossible to say anything definite about the person executed."
In addition, Bulgarian officials declined comment on the video content "So as not to become an instrument in the hands of the terrorists, and also to respect the feelings of the victims' relatives," News 24.com reported that BTA news agency quoted Grancharova as saying.
Bulgarian Arabists and experts are investigating the authenticity of the video.
The video was uploaded on the Internet site of the al-Tawhid wal Jihad terror group that abducted two Bulgarians in June.
This site ( www.hostinganime.com/iraqnews1 ) is hosted by an internet service provider called Hosting Anime.com, which has gone to great lengths to post a trail of both false and confusing contact information.
An apparent web site administrator commented a few weeks ago that first amendment free speech freedoms allowed it the right to host this and other terror sites along with their disturbing videos.
The new video is different, SFN reported, from the one aired by Arabic TV channel al-Jazeera in July. The new video shows four men standing in front of the group's flag with a Sunni-style slogan "There is no other God besides Allah."
In addition, some media have been reporting, SFN said, that a sign (in the video reads) "This is a film showing the beheading of the Bulgarian, whose government declined to execute our demands, which is also an ally of the Americans and is taking part in the crusade against Iraq."
The hostage featured in the video can barely be seen. There are three files on the Hosting Anime site named bulg1, bulg 2 and bulg 3. Some of the files are not working. The links were placed beneath the picture first shown a couple of weeks ago, with a militant holding a severed bloody head.
It is not clear when was the tape was published, nor the identity of the man killed.
Bulgarian truck drivers Ivaylo Kepov, 32, and Georgi Lazov, 30, were abducted June 29 near the northern city of Mosul. A group affiliated with al-Zarqawi said it kidnapped the Bulgarians and demanded Iraqi detainees be released in exchange for their lives. The group later sent a tape to Al-Jazeera television that showed Lazov being killed. His death was official confirmed last Thursday, SFN reported. Kepov's fate is still not clear.
An ultimatum for Kepov's execution expired almost a month ago, News 24.com reported. The Bulgarian government said on July 14 it would continue to maintain a 470-man military force in Iraq despite hostage-taking and the country's ongoing instability.
Hosting Anime is an internet service provider that hosts a number of al Qaida and other terrorist web sites. It appears to operate by renting space on the servers of the Houston based Everyone's Internet (EV1), which has hosted sites in the past for groups such as the Hamas.

Apparent parent host EV1 has not returned a number of e-mails seeking comment but did generate an automated response in the last few weeks which read in part, "We have received your report of possible abuse of our network resources. The current number of notifications that require investigations limits the number of personal responses from the staff to senders and this might be the only response you receive regarding your notification; however, we do investigate each report."
In addition, when asked a few weeks ago if EV1 administration would respond to an e-mail seeking answers about the company's continued relationship with Hosting Anime, a receptionist said, "If they're interested they will contact you. All we say is that they're unavailable and we can take a message."
Writing on an SFN bulletin board ( www.novinite.com/view_news.php?id=37501 ), internet terror researcher Johnathan Galt commented about EV1, "The (Hosting Anime) site is hosted at EV1.NET in Houston Texas. They host *MOST* (of) the latest murder videos and terrorist announcements. We need an international furor to force the U.S. Govt. to release all the details of these two companies. Why is the identity of the murderers and the people helping them kept secret? Important clues as to the identities of the murderers are held in the server logs of EV1. A court order is needed in order to force the companies to make them public."
