"At approximately 4:00 AM this morning there was a failure at an Edison substation resulting in power a power outage at our pumping facilities. Although emergency generators and pumps came on line, a valving failure resulted in a loss of pressure in the citys water system. In addition, an extreme power surge disabled communications of the Citys water supply monitoring system. Due to the communication outage the City is not able to determine if there was a complete loss of water pressure or just reduced pressure throughout the city. Therefore, we are advising all residents and businesses to take precautions.
As a safety precaution, residents and businesses are advised to use boiled tap or bottled water for drinking and cooking purposes for the next 48 hours or until further notified. "

I checked the city site, and as of the time of this post, everything is back to normal, but I just find it odd, that losing power would cause a water contamination problem, lasting a couple of days, as this has.
If it was just an accident, it still points to a serious vulnerability -- an entire town impacted. And how did people get the word, I didn't see anything about it on TV or on the internet, except the website of the city.

mentions Northrop Grumman aerospace company as a target, specifically their HQ in LA, but it just so happens that they have a major facility in Manhattan Beach.
