They were miking some convention producer and he was angry that there weren't enough balloons dropping, and he said F-ing on CNN! :)
most of the balloons didnt drop......and the DNC producer was cussing on the CNN feed.
Hume was mentioning at the same time how Carter's balloon drop failed too, and how that was a kind of keynote for the Carter failure.
