Looks like lipstick to me....
His speech was too long, and short of a supported central focus. But despite being long, he delivered it much too quickly. It was obvious he was rushing. That takes the emotion out of it, and is distracting. But having said that, in my opinion he appeared less pompous than he usually does. Less boorish and more driven.
That's my overarching take as well ... Kerry is utterly humorless, cold and dislikable. That was a rote pre-911 Democrat speech delivered by a guy who lacks the charismsa of a Clinton necessary to pull it off.
He picked the wrong closing song..Beautiful Day by U2??
How about since he's gonna "Medicate" everyone.....How about
"I Wanna Be Sedated" by the Ramones.....
...as fast as he flew thru that speech....it would be EXCELLENT !!...
