The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

We are also on the highest alert level at JFK.

What good are the color codes at all if we are suddenly hit with a bio or chem attack? There would be no warning and the danger would be instant.

Just speculating, but the PA could be on high alert because of a specfic threat that has nothing to do with bridges and tunnels and everything to do with trains and train stations.

IIRC the Ukraine had significant assets left to them by the dissolution of the USSR.

There is everything from nuclear artillery shells, land mines, warheads and whatever still over there, some in unguarded warehouses.

The Long range ballistic missiles are apparently look ed after, but the tactical nukes are a coin toss.

i agree. an explosives laden person is more likely then a vehicle in my opinion, especially in manhattan.
