With tinfoil hat firmly in place, I am leaning strongly toward all the above. The only thing is, to whom should I report this activity? Suggestions anyone?

You shouldn't have bothered with the police. You should contact the FBI. They say to report "anything suspicious or out of the ordinary" to them. If it turns out to be nothing, sobeit. But at least you contacted the FBI.

I would imagine you reported it. Time to buy or carry a digital camera and record this for the authorities.

As one who did have to report something to Homeland Security, I will say that you should. Just because we are afraid we may be over reacting doesn't mean we are. Don't be worried about what they will think, if they feel it something they should check out, they will!

So now some of us think they were counting people perhaps, but mostly I am very curious as to what is in that area.
Any buildings or banks or anything you can think of that is near those places where you saw them?

WASHINGTON (AP) - The government provided details Sunday of new intelligence it had obtained that led to the increased threat level against financial institutions, including several specific buildings. A senior intelligence official described the details only on condition of anonymity. He said it was the most extraordinary detail he had seen in 24 years of intelligence work.

-The flow of pedestrians outside one building - 14 people per minute midweek on each side of the sidewalks, or 28 per minute.

Followup: Today we once again encountered the same ME male within one mile of the same stretch of US 29, this time parked at an overlook where he had a clear view North and South. Today, he was wearing what appeared to be a baseball catcher's mask but I am positive it was the same person. He may have moved because there was a state trooper parked at the place we saw him last week and further south there was a Howard County speed trap with three cars with their trunk lids up to hide the light bars (at least I think it was a speed trap). I have not yet reported today's sighting because the LEOs may already have him under observation.
