With tinfoil hat firmly in place, I am leaning strongly toward all the above. The only thing is, to whom should I report this activity? Suggestions anyone?

The signaler often does not know to whom, he or she is signaling; they signal for a time frame. The recipients only know that they are supposed to accept signals in a certain time frame and disregard all else. The hand signals may not be *the* signals, BTW. In addition, sights and sounds and wind direction and other "signs" may be the signals.

The Homeland Security and NSA are "listening" for "dit" and "dah" in color patterns, in shapes, and in other "forms" on all webpages and in e-mails, even "Freeper-mail."

Pull over, get out, make a big deal of it, and start snapping pictures. I had a suspicous guy parked along a resevoir in northern Jersey. I went past, turned around, got out, took half a dozen digital pictures.

Got a visit from a local cop. It was a waterworks guy and he reported me, LOL.

Take pictures.

If I wanted a covert comm channel, I'd take my wireless laptop to an area where there's an open WiFi access point and post my encrypted message to a binary Usenet group as a fake jpg or mp3. Or one of a number of other techiques I won't mention. Semaphoring doesn't make the list. I'm guessing that what you saw has some rational explanation, but good for you on calling it in anyway.

Uh Dude,

Drive through there all the time. 99/100 chance the guy is a constuction worker waiting for a ride to his jobsite. Although you say he was an "ME type" He was probably hispanic. Big ommunity around here. See them all the time on that stretch of road. If I was waiting out there I would get behind the guardrail too. There's alot of folks around here that are and look like that. Drive up to Lakeforest Mall and you'd be freakin' if you are as xenophically suspicious as you seem. . I guess the imagination can run wild when one suffers from this kind of paranoia. Get some sleep.

Did he have flags and everything? Speeding by, I doubt whether you could really see whether he was signalling. Perhaps he was doing a survey or learning how to read a topo map or something else. A series of pictures (taken from his back from a distance) would help sway those of us who are skeptical.

When I was in high school, I took a couple years of German. The Wall was still up and I remember our teacher talking about East Germany. One of the things that suprised me was that if you were in East Germany, you had to be extremely careful about where you pointed your camera, since you stood a good chance of being accused of espionage and locked up Top Secret-style, if not executed. How wonderful it was, I thought, to be blessed enough to live in a country where simply photographing or taking interest in your surroundings wasn't something that would get you into jail.

Imagine my suprise, then, when I was in New York City about a year ago (the first and only time I've been post-11SEP) and saw huge (hugh?) signs around one of the tunnels our bus went through proclaiming that it was illegal to take photographs! And now, to see so many folks ready to call the police should I give more than a passing glance to anything. If I find the comings-and-goings of ships in a harbor fascinating, and wish to watch them, should I have to go through a background check? I love to sit on the Covington side of the Ohio river and watch the traffic going over the bridges. Do I not have the freedom to do that? I've timed how long it takes barges to get from one bridge to another on the river all the time. Why am I doing that? Quite frankly, that's my business, not the government's, and certainly not the business of some busy-body that wishes to interrupt my mid-cigar entertainment with an interrogation. I like to look at power plants, dams, manufacturing facilities, bridges, highways, planes, trains, and automobiles. Those marvels of modern engineering fascinate me. I always felt sorry for the East Germans who would have their motives questioned for taking an interest in the world around them, never thinking that someday, that might be me, too!

And, no, I'm not of middle eastern descent, so, you might argue, noone would think twice about me. But, with the reports of the terrorists trying to recruit non-Arabs, how long until that doesn't matter anymore?

I live in a quiet neighborhood and there's a home up for sale. there's a male of Asian decent living there til the place sells. In the course of a month or two there has been 3 other vehicles that have come and are staying there. 2 females Asian, 2 for sure and possible 2 more Asain men living in this home with little to no furniture-bare necessities according to my husband. All vehicles are from out of state, Idaho, Colorado, California and Utah.

I'm hesitant on reporting anything because I could just be paranoid after reading this:

As a civil engineer for over 40 years, I can think of dozens of relatively simple ways to cause major long-lasting chaos over a wide area with coordinated attacks. I won't list them for obvious reasons, but taking out hundreds of bridges and overcrossings in a large metropolitan area is definitely one of them. And "Law enforcement" acts oblivious to it.

I don't think you all should be posting details regarding reporting suspicious activities to law enforcement. Have you ever stopped to think that maybe the local police and/or FBI want to keep an eye on these people? Now you may be giving terrorists a heads up that people are on to them.....and they could move on to plan 'B'! Don't be so 'proud' of yourselves for reporting something that your efforts go by the wayside!

I think this thread should be deleted.
