I post this personal encounter to ascertain whether any other Freepers have had similar experiences or have heard of anyone observing such behavior as I describe below.
Last week, my wife and I were driving home from our place of employment in Central Maryland. We always take US 29 N to US 40 E to the outer suburbs of Baltimore. As we passed under the only enclosed footbridge on US 29 at Columbia, I noticed a female Asian or Middle Eastern person on the footbridge appearing to stare South at the traffic passing underneath her. She was not moving but ewas just kneeling there supposedly watching for something. It seemed out of place at the exact instant we passed under her but I quickly dismissed the encounter as merely curious.
As we continued north approximately 2-3 miles, we noticed a bicycle parked on the shoulder ahead. As we drew closer we saw an unmistakable ME type crouched down behind the guardrail also watching traffic approaching from the south. Now they have my attention! I made it a point to continue straight home and upon arrival called the Howard County non-emergency police number to report the observation. They seemed unusually interested asking for descriptions and whether I had seen any cameras or binoculars. After about 10-15 minutes of grilling they thanked me for the information and related that they were going to send a car to "check it out". I hung up feeling a little proud of myself for having done my civic duty and perhaps helping out in the WOT.
Today, exactly one week, almost to the minute, we were driving the same route. I did not notice the footbridge or whether anyone was stationed there but as we proceeded north about 1/2 mile beyond the bridge, the same ME male with the parked bicycle, this time was standing in the shoulder area of the highway except today he was signaling in a manner that I remember from my Navy days when the signalmen used to wig-wag converse with signalmen on other ships. I don't know who he was signaling. It could have been someone again on the footbridge or someone in a vehicle BUT HE WAS DEFINATELY SIGNALING someone.
Now my curiosity is peaked. I am a communications (and software) engineer working for a DoD contractor and I am aware that there are ears listening very closely to every corner of the rf spectrum. My question is this:
1. Are these people likely up to something underhanded and
2. Have they resorted to communicating via non-wired or non-transmitted means in order to avoid detection?
You'd remember better than I would but I don't recall a blowout by either side at anytime during my years there. It was always a good game since the teams hated each other.
Yeah, RM wasn't very good but they weren't bad. And I think everybody always picked either Woodward or Einstein for homecoming games ;-)

Funny enough, when I moved to Orlando it seems I moved into a little Maryland enclave. Our best friends are from Hyattsville/Takoma Park. Talk about Redskin fanatics ... Direct TV and the NFL ticket make for some interesting weekends in the neighborhood.
Interesting conclusion on the guy. Maybe the police didn't follow-up. Maybe by the time the police arrived he was gone. Maybe the police or another agency are conducting surveillance. Maybe he is an innocent man and the FReeper is over reacting. Who know, but I hope it's the later.
Have you thought that maybe some of these people are being watched and you scaring them off may not be the best thing to do? Be discrete unless you see something about to happen.
Differences are that we give those arrested due process, we typically don't execute for espionage (probably should), the guys watching the harbor had survey equipment and were not surveyors...

Rural Road in Sussex county New Jersey. There wasn't a car for several miles in either direction.
If DHS doesn't want the eyes and ears of the populace, how come they keep asking for us to be vigilant? I see no reason to be discreet. I have nothing to hide. If I run someone off and I have their picture at 4 megapixels and pictures of their vehicle, I'm guess two things. 1. They will get checked out, 2. If they are bad guys, maybe they'll rethink the attack.
Professional demolition companies have to worry about demolition of building and bridges in a safe manner. Load six or seven semis with explosives and drive them into tunnels and onto bridges and detonate them in the same time period. While hundreds may be an exageration, four or five key points on a city with water boundaries would be a huge psychological victory for the animals.

So now some of us think they were counting people perhaps, but mostly I am very curious as to what is in that area.
Any buildings or banks or anything you can think of that is near those places where you saw them?

WASHINGTON (AP) - The government provided details Sunday of new intelligence it had obtained that led to the increased threat level against financial institutions, including several specific buildings. A senior intelligence official described the details only on condition of anonymity. He said it was the most extraordinary detail he had seen in 24 years of intelligence work.
-The flow of pedestrians outside one building - 14 people per minute midweek on each side of the sidewalks, or 28 per minute.
