The classified documents were sensitive enough that employees arrived on a Sunday morning to pick them up.

Those are the papers that he returned that were NOT the ones that the NARA people thought were missing.

And if they came out and got them back, the ONLY reason that Berger would hire a lawyer is because he KNEW that those papers were not the ones they were looking for!

We're at the first stage of the Watergate analogy - the security guard has noticed that the tape on the door is broken, and there is a burglar inside.

It won't truly reach Watergate proportions until it becomes a conspiracy.

I agree. What was he censoring? Sounds like a rare, appropriate instance of the term "cover-up." He was trying to erase, cover up something from the Clinton era.
