As an Air Force veteran, George Carlin probably knew that the B-47 was not "another jet fighter".

Learning how to steer a plane, once in the air, apparently doesn't take that much schooling. Conducting a salvage operation off the coast of the US would, I think, require a significantly larger outlay of people, equipment, etc. and would be extremely visible...probably have the CG on you in minutes.

According to one of the articles referenced above:
"Officials believe the bomb sank at least five miles off the coast, beneath 20 feet of water and an additional 15 feet of sand and silt, said Maj. Don Robbins, deputy director of the Air Force Nuclear Weapons and Counter Proliferation Agency."
I'm not an expert on salvaging bombs, but 20 feet of water doesn't seem all that deep. That's scuba-diving depth, if I'm not mistaken. While not common, the equipment required is obtainable.
I'm not saying it would be "easy", but given that there are state sponsors of terrorism, it isn't beyond the realm of possibility. If I were a terrorist, I would think that detonating the device would be a preferable approach. It would require less of a footprint on the surface to accomplish and would be virtually untraceable.
Hopefully, the CG is keeping an eye on this area, assuming the coordinates have been communicated to them by the finder.
The articles said shallow..I don't know how deep that is. The weight and size of this thing would make it extremely hard for anyone to get it to the surface with scuba, I think.
If we on FR know about it, I'm pretty sure the homelad defense and CG people know exactly where it is.

Do a google on glomar explorer. The soviet K-129 sank off Hawaii in April 1968 in 16,500 feet of water. The explorer was a cia built salvage vessel built to swipe it without Moscow knowing. They got ahold of it but it broke into 3 pieces. They retreived a small part that contained russian sailors. They made video of them being committed to the deep(buried at sea). The boat is still there. As far as one sinking near Georgia, I haven't heard of that one.
