What I wanna know is "isn't anyone checking them when they leave the archives?"

All they need do is sign a statement indicating they didn't intentionally take anything.

However, the document doesn't ask them whether they accidentally took anything.

That's great. Ron Kuby goes on and on about how stringent these rules are. AP reports that the documents were "more highly guarded than even nuclear secrets". When, in fact, it's very near impossible to walk out of my local branch library with a magazine!
