This is supposed to be a list of potential targets? They're missing a few like Atlanta, Portland and Vegas. I understand the Tampa emphasis: CENTCOM and SOCOM (Spec Ops Command) and the proxmity of University of South Florida which is a hotbed of "terrorist friendly" activity.

This is largely speculation based on the Red Cross list of cities where they are evidently looking for extra personnel in.

If you extend that line on the map I think it will include Portland and Atlanta.
Vegas seems to be a point of either the LA line or the Tucson line.
