I found the source of this bill. I stared at the bill for a while an I though I could make out a copyright for "Slick Times" in the margin on the back. So I went to good ol' Google and put in "Valley Center Slick Times" and hit the jackpot.

It looks like this place sells gag Federal Reserve Notes that are conservative in nature. Our Photoshoppin' fool Jihadi must have got his hands on one and then made the lovely changes.
