Then- Saturday and Sunday and Monday- very few jet reports. Those days, the reports are all of large military helicopters in selected areas across the country. I saw two such sets yesterday. One around White Plains/SW Connecticut- North of 95 and East of NYC. Could that be where Indian Point nuke plant is located? Just a possibility.

As usual, you've given us a lot to think about. There may be an innocent explaination for the all the helicoptors you saw in the White Plains area over the weekend: First, West Point Military Academy, which is located on the Hudson River, just north of the Indian Point Nuke Plant, which is about ten miles north of White Plains, commenced summer military exercises last weekend in the highlands surrounding the Academy on both sides of the river, including Fort Montgomery, on the west side, and Fort Smith, on the east side. The exercises involve upper class cadets, nco's, and enlisted personnel, and pretty much run non-stop until mid-August. Our local newspaper warned us last week that the exercises would involve artillary and other heavy duty stuff, and from past experience, military choppers are definately part of the drill. This happens every year around this time, so I would not read too much into it.

Also, the military might have been moving VIP's back into the area after the the Ronald Reagan funeral. Remember, Billary lives a few miles from White Plains and choppers have been known to drop them off at White Plains Airport. There are also a lot -- and I mean a lot -- of political, business, and diplomatic VIPs that live in Westchester Co. in SE NY, and Fairfield Co. in SW CT, who could have bumped rides on military or military type choppers.

OH this is just great! My nerves can't take much more:(

US accuses China of weapons trade

Tehran denies it has a nuclear weapons programme
A new report from the US Congress has accused China of passing nuclear technology to Iran in exchange for oil.
The US-China Economic and Security Review Commission also says China helped North Korea in building its missile arsenal.

The panel says China let its communist ally use its air, rail and seaports to ship missiles and other weapons.

China's foreign ministry has dismissed the report saying "it is not in line with the facts".

"I haven't seen the report you mentioned and don't know the intention of the report, but I think the report and the situation you mentioned just now are completely not in line with the facts," Chinese Foreign Ministry spokeswoman Zhang Qiyue said.

Security threat

But the congressional commission's annual report says that China's actions are putting the US in jeopardy.

Chinese transfers have evolved from sales of complete missile systems to exports of largely dual-use nuclear, chemical, and missile components and technologies

US-China Economic and Security Review Commission

"China's continued failure to adequately curb its proliferation practices poses significant national security concerns to the United States," the report said.

"China's assistance to weapons of mass destruction-related programmes in countries of concern continues, despite repeated promises to end such activities and the repeated imposition of US sanctions," the commission added.

Ms Zhang, however, insisted that China was taking a strong stand against weapons proliferation and that any companies found to be breaking laws on the export of sensitive material were harshly dealt with.

"China has always attached great importance to the issue and firmly opposes the proliferation of weapons of mass destruction," she said.

Six-nation talks

However, the congressional commission remains sceptical about Beijing's true level of commitment to non-proliferation.

Of particular concern is the trade in so-called "dual use" items, which could be used either in the construction of weapons or for peaceful purposes.

The six-nation talks will centre on North Korea's nuclear facilities

"Chinese transfers have evolved from sales of complete missile systems to exports of largely dual-use nuclear, chemical, and missile components and technologies," the report said.

The way China works with the US to curb North Korea's nuclear ambitions is seen as a particular test of commitment, correspondents say.

China hosted the six-party talks aimed at defusing the crisis caused by Pyongyang's nuclear programme.

On Tuesday, Beijing announced that a new round of six-nation talks - involving China, the two Koreas, the US, Japan and Russia - would be held in Beijing on 23-26 June.

"China hopes that the parties concerned will show their utmost sincerity and flexibility for co-operation... so as to make headway in the third round of talks," Ms Zhang said.

Al-Qaeda May Have Delayed Sept. 11 Attacks, Wash. Post Says June 14 (Bloomberg) -- Al-Qaeda may have intended to carry out the Sept. 11, 2001, attacks in May or June of that year, the Washington Post reported, citing unidentified people familiar with the findings of the independent commission investigating the attacks. Evidence gathered by the commission indicates that Khalid Sheik Mohammed, the alleged mastermind of the attacks, persuaded al-Qaeda leader Osama bin Laden to postpone the attacks by several months because of organizational problems, the newspaper reported on its Web site, citing the unidentified people. Federal investigators have previously said that the attacks were likely planned for a narrow time frame around Sept. 11, the newspaper said. Commission officials and members declined to comment on the possibility of an earlier date for the attacks, the Post said. The new findings suggest bin Laden wanted the attacks to take place in May or June but that the leading hijackers weren't ready at that time, the newspaper said. The hijackers didn't begin making transcontinental reconnaissance flights in preparation for the attacks until May, the newspaper said, citing evidence compiled by the Federal Bureau of Investigation. US informs Kuwait, Qatar of Al Qaeda terror threats
(DPA)

15 June 2004

KUWAIT CITY - The United States has reportedly warned Kuwait and Qatar to take maximum security precautions after interception of Al Qaeda communications about potential attacks in the two states, according to Tuesday’s al-Rai al-Aam newspaper.

Al Qaeda communications intercepted by the United States invited the launching of terrorist attacks against specific targets within the two Gulf nations that are considered strong US allies, the paper said.

Kuwait has already maximized security along its borders with Iraq and Saudi Arabia to prevent a spillover of terrorism that has severely affected both countries.

Al Qaeda or groups sympathetic to Al Qaeda have claimed responsibility for a string of deadly terrorist attacks and the kidnapping of an American aerospace worker in Saudi Arabia.

U.S. Trucks Carrying Radioactive Materials Intercepted In Iraq-Kuwait Border

TEHRAN (MNA) -– The UAE-based daily Al-Khaleej reported on Monday that Kuwaiti tariff officials have intercepted a truck loaded with radioactive materials in the Iraq-Kuwait border.

The daily quoted informed sources as saying that the radioactive control team from Kuwait’s Health Ministry discovered that one of the trucks belonging to the U.S.-led coalition forces was carrying heavy radioactive materials trucks. The trucks were headed for Iraq.

The daily said that such materials could only enter a country when there is permission from related bodies while the materials were secretly being carried to Iraq.

Security forces stressed that no contamination had been caused by the material.

The MNA reported for the first time the coalition forces’ suspicious transfer of WMD parts from Kuwait to Southern Iraq by trucks.

The possible presence of WMD in Iraq and its likely nuclear programs were the main U.S. pretext for attacking the country.

However, their failure to find weapons of mass destruction in the country and the continuing turmoil in Iraq questioned the legitimacy of the U.S. war against Iraq and their presence in the country.

Man fatally shot worked for Immigration and Customs Enforcement

A man shot to death Sunday outside a Tucson restaurant turns out to have been an intelligence research specialist for the U.S. Bureau of Immigration and Customs Enforcement.

But Tucson police say the killing of 32-year-old Scott Hunter doesn't appear to have anything to do with his job. At the same time, police say they have no motive and no suspects.

Witnesses told police they saw two men drive away just after Hunter was shot in the parking lot of a restaurant.

As an intelligence research specialist, authorities said Hunter gathered information from a variety of sources on federal crimes.

However, he was not a law enforcement officer.
