In July of 1998 an article ran in the Miami Herald detailing plans to use Homestead Air Force Base (currently a reserve training base) as one of nine FEMA detention centers to be used in the event of an unnamed catastrophe. Here in Miami, it was assumed that this meant another Mariel boatlift or a mass influx of Haitians. There were protests from the city of Homestead but it never went anywhere and nothing more was ever said. This camp can handle a couple hundred thousand "detainees" at the max. Rather than relocate refugees, I think it would be used to house dissidents or minorities from the inner city who posed a danger of looting in the aftermath of a disaster.

Dissidents? Patriots identified as freepers; subscribers to gun mags; folks with NRA/GOA/affiliation; folks writing pro 2nd Amendment letters to the editor; former military (especially those from combat related branches) and all CCW permit holders for a start. That's just a start.

They left out Christians.
Under clinton, I looked at the camps as you do in your post.
I pray that with Bush as President, it is for liberals and traitors.
Either group, looks like it needs to hold half of us.......
LOL ( I refuse to cry)
