Oh, you know, those attachments that police put on cars when the drivers are scofflaws.
Maybe it's only something that's found in big cities, like Chicago, which is where it would happen a lot.
But there is absolutely no way to drive a vehicle that's got one of those on one of the tires. It's going to sit, until you pay up all your parking/etc. tickets.
Someone suggested it as a way to prevent these gas tankers from being stolen.
