I think "chatter" refers to
ALL
the intel sources monitoring various kinds of communications.
The sheer volume of info--even encrypted--can be a clue to something.
The particular types of increased communications can be a clue.
The variety or mix of types of communications can be a clue.
I think in this context, "chatter" refers to all kinds of communications from all sources. And the statement seems to be that the . . . parameters, types, complexion, dimensions, types, nuances . . . ??? . . . whatever summarized measures they can use to characterize such--I think they are saying that the chatter has begun to remind them of the chatter prior to 911.
That is pretty sobering. It speaks of a LOT of data taking on a particular PATTERN or some such which is sobering to alarming.

Seven killed by China explosion
Officials in China's eastern Fujian province of Fujian say at least seven people have been killed and 16 injured in a powerful explosion at a house. Monday's blast in the city of Jinjiang left a large crater at the site, but its cause is not yet known.
Three houses nearby were also badly damaged and rescue work in the town is still going on.
The authorities launched an emergency inspection to clear the city of explosives owned by civilians.
Correspondents say bombings are on the rise in China, where explosives are easily available.

I think we are posting about different things and different people but you are correct about the recent brouhaha being a reflection of human sensitivities and the inherent interpretive difficulties in written correspondence...and that is small potatoes.
A mono-rail
speaks of it having one rail.
In this case, the rail is a large, thick concrete rail which the train rides on. There are rubber tires which ride on top of the concrete rail as well as guide tires which keep the train reasonably stable on each side of the concrete rail.
I loved it during the world's fair 1962 and since.
It tends to be much quieter than regular trains. But probably maglev will be an improvement even on that. I think the tires wear out much faster than the steel wheels of other trains.
I forget--I think it's German or some such a firm which built it.

Have mostly been out of touch with most in that province. But I taught at the Provincial capital's leading univ for some years.
