According to my daughter in 5th grade who just finished a lesson on Native Americans, a broken arrow was a symbol of tribes at war.
She also said that Ben Franklin received a broken arrow in Philadelphia when the currency seal was unveiled. I'll have to check her on that one.

I had never planned on sending anyone a broken arrow, did
keep one for years in my sewing equipment, worked well for
turning the narrow cloth tie belts when sewing.
I sometimes wished that I didn't remember a bit of this and
that, instead of having picked one subject to learn about.
