A federal court in Tucson has given the relatives another two months to prove accusations that their family members died in the treacherous southern Arizona desert in May 2001 because the Interior Department failed to approve the installation of water stations "in the exact area" of the desert where the Mexicans were found dead.

DUBAI, United Arab Emirates (AP) -- A previously unknown group claimed responsibility Monday for killing the current Iraqi Governing Council president, saying in a Web site posting that two of its fighters carried out the operation that led to the death of "the traitor and mercenary Izzadine Saleem."
The claim from a group identifying itself as the Arab Resistance Movement was posted on an Internet site devoted to Iraqi issues.
The Web site carried other messages of praise for the killing.
"Two heroic members of the Arab Resistance Movement, Al-Rashid Brigades -- and they are Ali Khaled al-Jabouri and Mohammed Hassan al-Samaraei -- carried out a qualitative heroic operation" that killed Saleem, the statement said.
It said the group will continue its "jihad" or holy war until Iraq and Palestine are liberated.
The Web site carried other messages of praise for the killing. It also prominently mentions Anbar province, a Sunni-dominated area of activity against the U.S.-led coalition in Iraq.
