We shouldn't attack this man. I'm not suggesting that we do either.
But I bet he(Taguba)will be used(by the dems) to ask questions he can't answer in order to smear Bush & his Cabinet.

Cambone: Undersec'y for policy issued directives that detainees were to be treated in accordance with GC.
The dept gave direction that procedures were established on approved techniques for interrogation. Approved for use by commanding general. Any terms and conditions for exceptions would be set by him.
Warner: How do you think it happened?
Cambone: Hard for him to explain. Doesn't have all the facts. Problem with leadership -- not sure what level. In simple terms, clear direction moving down the chain to Gen. Karpinsky, over 8 battalions. She was not frequently present at Abu Ghraib. Circumstances were we were just coming out of combat operations, mortar attacks. Local commander unable to bring order. Sanchez looked to Pappas (sp?).

Taguba did not say he thought this was policy. He made it clear this was rogue behavior.
Cambone says Karpinski had 8 battalions under her supervision and was not at Abu Ghraid very often.
Warner interrupts him and tells him to be brief.
He's explaining chain of command...
Warner asks about Red Cross coming to his office with concerns.
Cambone says "No", Warner interrupts and Cambone clarifies they didn't come to him but he saw the reports with concerns and in December '03 he communicated with Karpinski.
Those reports were delivered at command level, not administration level.

One wonders if people testifying don't garble their speech, speed it up, and mishandle the mike on purpose.
Warner asks Cambone to guesstimate how this happened. "A problem with 327th MP battalion leadership, and he finally names General Kapinski. She had 8 prisons under her command, she wasn't at this prison all the time, Cambone mentions the local commander was unable to bring order to that place, and that's why Sanchez put MI guy in charge.
THE QUESTION OF THE DAY...WHO THE HECK WAS THAT LOCAL COMMANDER????????
Why didn't Warner ask that question??? Why didn't Cambone volunteer it??? It had to be an MP LTC or Major, at least!

Warner: who had access to reports (working papers)?
Cambone: Went to local commanders. Another paper by ICRC was delivered to provisional authority in March (?). An historical overview.
