Good order and discipline. Obviously except in elite combat units there is no such thing in Rumsfield's army .... which is actually Clinton's army but that dog will never hunt.

Assuming it's merely a matter of consensual sex between two soldiers, I don't see what the big deal is. Sure its against the UCMJ, and as such the legal process ought to be followed. But this isn't worthy of a national news story.
