Yep, the most likeliest scenario, though espionage or even turncoats could be possible. I'm not ruling anything out, though usually these things end up being aberrations rather than part of a conspiracy.

i would guess drugs..there is a big israeli mafia dealing drugs but this sounds comical..Ryder truck, learn to fly brochure,false ID's why not paint a sign on top TERRORISTS...but if there is any meat to this..oh boy, but i'll bet ,and if it turns out to be so, arabs...then watch out

Could be a US agency testing security also with these false documents..to early to know for sure
