I missed the GC discussion from Rummy, but I just went over some of the GC provisions a couple days ago attempting to do research on all this stuff.

Things I could come up with are:

• the photos are verboten except (generally) for ID
• I don't think what I saw rises to the "war crime" definition
• Combatants, non-combatants, detainees - doesn't matter what the classification with regard to treatment in prison.

There's much more, but those things are somewhat pertinent now.

They clearly wanted to make the statement that the GC didn't apply as being the cause. Rummy told them that simply wasn't true. The GC does and always has applied in Iraq.
