I think it depends on how he apologized that some Iraqis got humiliated. If he did it like Clinton or Carter --- fake tears and hand wringing it would be very wrong. If he quietly, sincerely, and with dignity apologized then it's okay. I think most of us really wish those involved hadn't pulled those stunts just like we think a lot of fraternity and high school hazings go way too far.

It could not have been more dignified and was framed in the context of a personal "I'm sorry" to the King of Jordan. It could be interpreted as a apology to Iraq, but that is a matter of their interpretation which hopefully is positive and understood.
