I think it depends on how he apologized that some Iraqis got humiliated.Saw it three times. It gets better each time. It could not have been more dignified and was framed in the context of a personal "I'm sorry" to the King of Jordan. It could be interpreted as a apology to Iraq, but that is a matter of their interpretation which hopefully is positive and understood.

I didn't see it all --- but that's kind of how I would have imagined it. There is nothing wrong with a dignified apology ---- we all apologize to our neighbors if our kids break one of their windows or steps all over their garden and ruin some plants. Just so it's not some kind of Jimmy Swagger/Bill Clinton sobbing silly apology.
