For those who don't see the issue, here are the dates of service for these two secretaries of the NAVY:
31 Jan 1969 - 4 May 1972 John H. Chafee
5 Feb 1981 - 10 Apr 1987 John Lehman

I assume you are referring to the actual citation. Both his Bronze Star and Silver Star citations bear the same signature of the Secretary of the Navy, and neither is dated. At first glance, the signatures do appear to read "John Lehman" (who of course did not become Secretary of the Navy until the 1980s) but they could also be "John Chaffee," who I believe was Secretary at the time Kerry served in Vietnam. I imagine the signatures of both Secretaries can easily be found in the public record somewhere and that this question can be answered pretty easily.

Why is Zumwalt's full name, rank, title given under is signature on page one, but on page two only "Secretary of the Navy" appears below the signature, which clearly starts out with LeH and then to a scribble line.

The military was giving out retirement certificates with clintons signature for two years after Bush was President. They use pre printed certs with digital signatures and maybe Kerry's Medal is something like this?

I took both Kerry's Silver Star and Bronze star Citation papers. I copied them into Photoshop. I took both pages and lined them up and took the translucentcy down and lined up just the signatures, which is why the rest is blurry. The signatures (assuming they aren't a rubber stamp are identical

9/11 Commissioner former Navy Secretary John Lehman said Monday that President Bill Clinton's decision not to accept Sudan's offer to extradite Osama bin Laden to the U.S. in 1996 was probably the biggest blunder in the war on terrorism.
Reacting to NewsMax.com's audiotape of Mr. Clinton admitting he turned down the Sudanese, Secretary Lehman told radio host Sean Hannity, "[Clinton's comments offer] a very good insight into the overall policy during the Clinton administration, which was essentially dominated by lawyers [who treated bin Laden] as a law enforcement, not a foreign policy or a prevention issue."
Asked if it was "wrong to conclude that the biggest mistake we made was not taking Osama when we had an opportunity," Lehman told Hannity, "Yes, that's certainly true."
"There were many ways in which [bin Laden] could have been apprehended," he added.
Reacting to comments from 9/11 Commission Chairman Tom Kean, who said yesterday that if the U.S. had nabbed bin Laden while he was in Sudan, "the whole story might have been different," Secretary Lehman told Hannity, "I do agree with that."
The former Reagan administration official said, however, that it was a mistake to focus entirely on the 9/11 mastermind, because al-Qaida is "raising a whole generation of young Arab children and youth to hate America."
"Getting Osama probably would have disrupted the planning [for 9/11]," Lehman said, "but it wasn't just Osama."
