Perhaps a request for a replacement of a lost original was made in the '80's? Otherwise, what gives?

personal experience. Even if a replacement was requested the original signature would be on it not a new person's signature.

Even then, it would be a copy of an archived original - the original signature would be present.

There's no way in hell that last name in the signature is "Chafee."
