In other words: The United States must cut its use of Iron and Iron related products by 99% in the next 5 years. China, India, EU and any other potential competitor may follow when it suits them.

i don't think so.
current thinking is that warming will melt greenland and stop the gulf stream which will set off another ice age in the north.
you wouldn't apply the iron to the oceans until the ice was advancing...right now all the ice is retreating around the north and south poles.

i think you have it backwards.
Global warming is said to result from an increase in the Green House gas carbon dioxide. The increase prevents heat from being expelled into space via the atmosphere.
By adding a iron fertilizer to the southern oceans, phytoplankton increase and consume CO2. The CO2 consumption allows the trapped heat to dissapate, thus reducing the greenhouse effect warming.
Presumedly the iron is added as the oxide, rust.
