Nope. As was said a million times, you can't keep troops on a high level of alert on an unlimited basis. Their readiness degrades after a certain period of time.

June, July or August would have been the worst time. These would have been the worst time of the year to be in Iraq, which is why starting the action in March was a bad idea -- unless this administration really believed that most U.S. military personnel would have been out of Iraq after 90 days. Perhaps this was exactly what they thought -- but that makes the administration look even more naive and incompetent.
