Our response would be to either hit with some airstrikes on bases or we go to war with the Taliban in a half-assed way because it takes time to plan a war (you have to get co-operation with Pakistand and such). Bush thought neither made sense. So, he had them work early on on getting co-operation with Pakistan and such. As she said, people think all of those positive things after 9/11 happened instantly. They had been preppring for months and months beforehand. It's a time of our choosing issue. The timeframe is based on how best to beat the enemy.

A half a attack on Afghanistan after the Cole would have likely driven Usama to destroy the Northern Army in Afghanistan and would have changed the whole picture. Without Pakistan, the whole picture changes.

One has to look at the whole before one does something.
