The Coalition jumped too quickly toward a political settlement instead of finishing the war by taking out the strongholds in the Sunni triangle. Now, the enemy have had a year to reorganize while the Coalition was trying to win the hearts and minds rather than killing the insurrectionists.
Let the military finish the war this time by wiping out the insurrectionists. Then work on a political settlement.
