It's Sadr's Shi'ites helping the insurgents west of Baghdad. They were probably responsible for most of the insurgency in Baghdad. They're trying to buy some time for the insurgents in Fallujah and Ramadi.

This doesn't have to be coordination. What better time for Sadr to attack than when he knows the U.S.'s attention is concentrated in Fallujah?
