We looked at the train, and its engine was clearly running, but there was mustard colored smoke billowing out from under the rear of the train. One of the end cars- we couldn't tell which one. The smoke was not rising, but settled low. And there was quite a bit of it.Chlorine gas?

I was guessing it was an electrical fire of some kind, but my son pointed out that the smoke was billowing out and settling, not rising. Would smoke from an electrical fire settle?
The people inspecting the train weren't wearing any kind of protective gear or anything.
