On a BBC programme tonight a very well connected presenter said that Downing st had this pegged as al-Quiada by 9:00 am, but won't say it publicly.

It will be interesting. I come and go on it myself, because ETA has certainly been trying to pull something off for the last several months, and once two members were even caught trying to load suitcases filled with dynamite onto a Madrid bound train. ETA is quite ruthless, and certainly would not hesitate to do something like this.
However, ETA often has a certain "gang that couldn't shoot straight" air to it, and its members - increasingly very young and inexperienced - are frequently caught for stupid errors. It's hard for me to believe that they would be able to carry off such a coordinated attack.
