True enough that Perot took about one vote in five of those cast in that election. And at the same time, voters usually far more sympathetic to the Republican cause than otherwise stayed home by the thousands.
I voter who doesn't show up at the polls is effectively one vote against the candidate desperate for support. A vote cast for his opponent is as good as two.
