I think it didn't happen a lot in the past because we maintained our electrical equipment better then. We had more money and paid our workers to do the work. Now all we hear is that people are laid off or not replaced and since there are fewer workers, the work isn't up-to-date. Utility workers make good wages. Overtime is not something they like to pay. When I worked at a utility many years back overtime was double-time. I was surprised to see Vegas is employing a couple of year-long employees to do the work. One lawsuit could easily be more than those wages.
