Personally Jersey, I think there has been a radical change of mind in their operations, and they are beginning to lash out with any operations they can launch to keep some legitimacy.
The first tier has been decimated, and the second is not doing much better. I think the third tier that is largely coming to power are younger and more prone to rash action.
They will also be more prone to mistakes, and we have to maximize those mistakes to decimate them.

I'm afraid on the ones enabling the 2nd tier though.
