Yes. He calls it the "Guest Worker" program. It is a renewable three year legalized resident program. After that time they are "expected" to go home. Supposedly like they were "expected" not to come here illegally in the first place, and were "expected" to leave one they realized that it was pointed out to them that they were illegal.
They have been given amnesty to work here legally for three years (reward for breaking our immigration laws), and that can be renewed. And if they violate it, there is no proposal on how to enforce their removal since we don't even do that now. Oh, and whatever kids they have while here will be citizens by default.
Most Americans recognize that as Amnesty.
