Sean already said, he was getting the info from some sources he considers very reliable. But as with any intel type info, the only time it's confirmed publicly, if we fail, i.e. nukes go off. As Condi Rice said, we don't want to wait until a mushroom cloud rises above our cities.

With the terror threat, you rather chase a thousand false alarms, than allow one real threat to be ignored.

Just look at what's in the open literature, just from that and common sense one can deduce that the terrorists are highly likely to have nukes, and they are certainly willing to use them.
