What was said to be done was vehicles going over main routes than neighborhoods scanning for trace radioactive signatures that spill from an unsophisticated device like droppings from a garbage truck.

More than that I think. The book 5th Horseman of the Apocalypse by Collins and LaPierre sets the time in 1975.
Unless you're talking about another incident.
President Ford, when faced with this scenario, chose not to create panic by informing the public(what else could he do) , and apparently called the terrorist bluff.
Book did not make clear if a bomb was found, how etc.
