Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.
I guess I'm not smart enough to see where this says congress can regulate what people say.
Maybe it's in that premumbra I keep hearing about.
Or the mythical "compelling state interest". Or maybe it's based on international law. Wonder if Justice O'Conner could clarify?
