I have a big problem with issuing the same kind of license as for legal residents,

Notice how easy it is to misdirect the argument, "the same kind, as opposed to none"

My point was that the unlicensed, uninsured, unidentified driver is a hazard in every respect, and that getting a name and insurance on these people is better than not having them.
