It could mean that. It seems the concensus is that the first message implies the event has already happened. The 2nd message could be intentional...or just a left over message from a generic script.

Yes, that is the implied meaning I gather.

However, I am going back to my original position and dropping all PC at this point.

IMHO al-Qaeda is under the direct control of Ayman al-Zawahiri, who in turn is under the direct control of the Russian intelligence services. al-Qaeda is thoroughly compromised by Russian intelligence. al-Qaeda is a proxy of Russia. When the US is attacked is will be in effect a Russian attack.
