I don't think there are many ways left to communicate unobserved.
FAX is CERTAINLY ****NOT**** IT.
SNAIL MAIL was not it as long as 30 years ago when we reportedly had machines which read mail automatically without opening it.
Nothing that goes electronically is that secure though very, very, very robust encryption with very long keys MIGHT be secure.
Perhaps standing in the forest near a waterfall with a fairly loud boombox with random noise pouring forth. . . whispering to each other . . . might work.

In the old Soviet Union, the only way to speak safely was to walk through the crowds at Gorky Park, where their voices would be lost in the cacophony of skaters, revelers, tourists and drunks.
I bet in today's America, that doesn't even work.

They won't be observed if you don't know to look.

Snail Mail is too slow for over seas communications.
