The obvious answer is the the technological know-how is readily available in the former-USSR. Technology and technological expertise for sale and for hire. AlQaeda has the financial resources to purchase whatever they need.

The operative word there is purchase. Building one really from scratch is a major undertaking - I doubt that they'd have the resources or be able to conceal them if so.

I don't think we disagre substantially - the original poster was questioning whethey they'd be able to have them at all.
