I did call the police. After going out there to ask what they were doing I came back in without the dogs. I figured I scare them a little so they wouldn't get any ideas. However, the dogs didn't to scare the one guy alot and threatened him so he jumped a little garden fence and the dogs had him against the wall. So I called the dogs in and thats when he went out the gate and drove the van around and up the alley and I called the police.

Seems to me that if they were attempting to cut off communications, they wouldn't snip a residential line, but rather take out a substation, switching station, or backbone. I know where I live in NY, the cable, telephone, and power companies occassionally use independant contractors to do work, who generally would not be wearing a uniform and may or may not have a vehicle with a logo on it. That was the situation when when the cable company laid the underground broadband line in my neighborhood.
The best way to put your mind to rest is to call the cable/phone/power company. If no one was doing work in the area, then they will report the incident to LEO and probably get more attention than you did.
The other possibility is that the guys were hot wiring the line for to obtain free cable and/or telephone.

I would imagine he is an Arab who had some money and wandered over to Afghanistan to get himself killed in Jihad.

Blast heard near Dutch Embassy in Baghdad
The Associated Press
1/30/2004, 2:07 p.m. ET
BAGHDAD, Iraq (AP) An explosion was heard in the Iraqi capital late Friday, and a U.S. military spokesman said it appeared the blast was near the Dutch Embassy.
The spokesman, speaking on condition of anonymity, said it was unclear whether the embassy itself was targeted or how close the explosion was to the building.
A quick reaction force from the 1st Armored Division was sent to the area, he said.
