I believe that the white substance in the image has been thought to be frozen CO2 (dry ice) rather than water ice.

They are talking about water beneath the suface in non polar regions. However, this trace was toward the south polar region.

Right. So there is potential moisture now and then on the surface. Could explain the pond scum effect.
